Disaster Management – Command, Communication, Planning, Capturing.

uniti” is a software application that was developed by Umoya at the request of the Western Cape Provincial Disaster Management Centre. Umoya Networks had been providing a disaster tolerant satellite network to the provincial government that linked district and local municipalities since 2005. Disaster Management needed a simple, easy to use collaboration tool which enabled authorities to communicate across organizational boundaries.

After deploying uniti in the Western Cape, the National Disaster Management Centre appointed Umoya to provide uniti to assist with managing operational reporting and communication over the FIFA Soccer World Cup in 2010. Umoya was able to deploy uniti nationally and train 600 users within six weeks just prior to the start of the World Cup. The application was a great success and has subsequently been adapted for use by the fire department in Worcester as their operational software, now called FireWeb.

The features of the uniti Disaster Management suite of modules is such that it will, if used to its fullest, ensure that the organisation fully complies with the  Disaster Management Act,  No. 57 of 2002.

The Contact and Communication modules not only ensure, one ‘click’ communication during an incident but have all the contact lists and groups available for the various needs during a disaster.

The Compliance module provides an interactive checklist with full reporting on the organisations compliance with the Act

The Risk & Hazard Assessment module allows for identifying, assessing, rating and plotting the various risks and hazards on maps which can be integrated into standard GIS.

The PerCEI (Personal Evaluation) Module assists with the assessment of the competencies of the people involved in disaster management in the organisation. It provides for an on-line 360 degree assessment by peers, subordinates and managers.

A very Basic Project Management module is integrated with the above to assist with the corrective actions identified in any of the other modules.

Once a disaster has struck the –

Live Occurrence Book, the Situation Report and the communication features play a significant role. These are linked to customised Reports, Work flow Management and where required automated sms’ and emails.
